I just clicked on the Confluence Cloud (?) icon, and selected "Site Status"
It's link is http://status.atlassian.com/
This brought up a page that states:
Houston, we have a problem.
This page is currently inactive and can only be viewed by team
members. To see this page, sign in or request an account.
The "sign-in" is linked to https://manage.statuspage.io/login
and "request an account" to https://atlassian.statuspage.io/inactive#modal-request-access
... So much for the "much touted" Atlassian Transparency!
It works properly for me. :-)
