edit rights on part of a page

I must have been dreaming that I saw this answer on here somewhere. Is there any way to design one page that allows edit rights by certain individuals to only parts of the page? Example: Will have one page with 3 "topics" on it. Need individual from 3 different departments to be able to edit their area of the page, but not effect other areas.

Is my only choice to create 3 separate pages?

Only way i can think is create 3 different pages with edit permissions for different people.

Add all those pages into a common page using include page macro.
