could not open an attachment

This question is in reference to Atlassian Documentation: Downloading Attachments

The user is unable to download an attachment and getting error - could not open the attachment.

I'm afraid you need to do more debugging - is the file fully downloaded? Does the user have the right software to open and read it? Does it work for other users? What does the log file say when they download?
