Set Create and Edit to Story by Admin User Only

I am trying to restrict Creating and Editing permission on a Story only to Administrator. I do not want users creating stories or editing them. But the users can create, edit sub-tasks and move the sub-tasks around. But only admin users can create, edit and move stories around.

Can someone please provide me what the security settings need to be inorder to accomplish my task?

I don't believe that is possible. Permissions are only at a project and operation level. SO you can prevent some users form creating/scheduling issues, but not by issue type.

Honestly why not let users create stories, and only give leads/PMs the right to schedule? If you can't trust them to create stories I wouldn't think you could trust them with much else...
