Jira try to send email to users out of jira-users group (unactivated). When such user email address is disabled too, Jira floads event comments and participants emails with long text message in number of hundreds. How to manage on-email-error notifications, or at least short the message fload.
Not sure how you'd do that in JIRA default. JEMH handles this scenario by being able to blacklist specific subjects (delivery fail) or remote senders that are usually local domain specific like postmaster@blah.com, and further limiting the number of comments on a per issue basis (stopping notification/bounce loops)
The problem is that JIRA does not know a user cannot be delivered too, its a status specific to a mail gateway. Handling the response is the best that can be done, though possibly, more could be done, I just logged JEMH-2606 to look at that.
