Is there a way to make a Diagramly diagram visible, but restrict who can edit the diagram?
I.e. I want to make the diagram visible to anonymous users, but only allow confluence-administrators edit the diagram.

I just did a test in Confluence 5.1.3 and found the following. The ability to edit the diagram seems to be controlled by the ability to edit the page. I created a page with a diagram in a wiki space that is publically available in read/only mode, logged out and went back to the page. I could see the image and do eveything but edit it.
I suggest try creating a sample page and restricting editing to your confluence-administrators and observe the results. I think you will find it will work just fine.
