I don't really understand the question.
You can put any kind of content you like on a page in Confluence. So yes, you can create a page of FAQs. You can create an entire *space* within Confluence that is devoted to FAQs, and then it would be visible on the dashboard.
I have a feeling that your question is probably more about 'how do I display a menu item for FAQs', but there's no quick & easy answer to that.
