Cannot Restore Deactivated User from Separate Domain as Org Admin

Howdy, I am an Org Admin for out Atlassian stack and despite this I am unable to restore a deactivated user. 

We do not have Atlassian guard implemented nor a verified domain, so I am not sure a difference in domains is at-play here. It's all very vanilla, very fresh out of the box.

There are several important considerations to keep in mind:

1. If your organization has claimed a domain and the user you wish to activate is associated with that same domain, you will need to activate the user through the "Directory."
2. If your organization has claimed a domain and the user you are attempting to activate is associated with a different domain, you should reach out to the administrators of that organization so they can take the necessary actions as outlined above.
3. If your organization does not have a claimed domain and the user you are trying to activate (who is from your domain) receives a message indicating an issue, this may mean that another organization has claimed that domain and marked that user as inactive. If you are the rightful owner of that domain, please contact Atlassian Support for further assistance.
4. If your organization does not have a claimed domain and the user you are trying to activate is from a different domain, the procedure is the same as described in Step 2.
