I have installed the balsamiq jira plugin on our unlimited jira system.

The balsamiq users (less then 10) are located in the group "balsamiq-mockups-editors".

When I try to license the balsamiq plugin with a starter license, it failed.

License status: Incompatible with product license (different number of users).

Did you get your starter licence from the Atlassian Marketplace or directly from Balsamiq? I believe that the Marketplace currently only supports matching the licence tiers of the plugin and the application.
