is it possible to make labels on a page mutually exclusive?

Hi,

Is it possible to make it so that certain labels can't both be added to the same page?

For instance, somehow make it so that labels 'big' and 'small' can't be added to the same page.

Or otherwise, is it possible to make a dropdown list of labels to add to a page.

Any user with permission to edit a page can add labels to it. Any existing labels appear at the bottom-right of the page, below the page content.
