Is it possible to enforce users to pick only a topic that was already created (by admins) and not create a topic when they ask a Question.

The Topics field in the Questions macro "Ask a Question" dialog can be prepopulated with any topics you add in the editor, but it's just a string field. Users still have the ability to edit the topic when they enter their questions. You may need to write a user macro if you wish to limit that functionality.
Another option to consider is setting the "Only include questions with" property to "any topic below" and entering the approved topics in the text field. Then the macro will only display questions with those topics.
