Only notify certain people when changes to a specific row are made - Is this possible?

I have a large project tracker with various workstreams in it. 

2 sets of stakeholders, one who will be in the day to day and the other are senior leadership responsible for their workstream. 

I only want to notify the leadership when there are specific changes in their workstream rows. Is this possible? 

If not, are there any suggested alternatives?
