I have an issue when a user is inactive in our cloud environment and he get the Confluence mails.
Does this behavior is as design?
If yes, is there a way to remove him from notification? when is user is inactive, he cannot login and change his mail preferences.

as stated by the documentation an inactive user can't receive mail. Can you make sure that the user is really inactive. If yes try to remove the user from any group

The user state as "This account is deactivated".
I cannot see groups that he related.
But if "stated by the documentation an inactive user can't receive mail" as you mention, why I should remove him from group? (if they are exist)

There could be a heap of possibilities on why the inactive user is receiving the email.
Nevertheless, we will need to first identify the cause. The user should also be able to unsubscribe the emails from their end.
