I would like to manage tags (rename, delete, add to or remove from questions) and edit questions and answers as a Moderator. But it seems that you need to be Confulence Administrator to do that. Or am I missing someting?

according to documentation the only way to edit questions, change topics etc. is for experts - see here or when you're admin.
Our solution is - we created a questionmaster as an account for questions only. Questionmaster is admin and can post questions (which arrive via mail or postcards (you're reading right, people in production don't have computer access)) change topics aso.
Maybe something similar to this you can create an account that answers questions called Moderator (with admin rights).
Thank you for your reply. So there is no other way to have Questions moderators without granting them admin permissions. Would like to see this in a future update!

I'm totally with you - another solution might be an individually programmed solution....
Only other solution is to open Reputation Based Permissions and users can earn points which they need to make different actions like topic changing, downvote etc. See link above :)
