How long of a delay between asking a question and its appearance in the questions list macro?

Users are asking a question in a Space, but they only appear in the Questions List macro (on a Space page) after I rebuild the Index.

Is there a way to have them displayed automatically, i.e. without an administrator manually rebuilding the content index?

It is not a normal behaviour. Your administrator should try to "Rebuild the Content Indexes From Scratch" https://confluence.atlassian.com/confkb/how-to-rebuild-the-content-indexes-from-scratch-on-confluence-server-110035351.html
And then check log files for errors from indexer.
