Customize default template in Thread Fix defect description

Hi,

I'm using Thread fix default template for defect descriptions. Currently defect description was but clumsy with default template. I would like to customize the template to format the defect description.

From above link, I found that templates are available in 

<path to tomcat>/webapps/threadfix/velocityTemplates

Is that  <path to tomcat> in the server? 

please help.
