Why I don't see Salesforce Service Cloud options under Integration ?

It could be a restriction with your plan or role (or both). Global integrations are not included under the Free and Essentials plans - and instead have to be added from under a team's Integrations tab:
If you do not see the Add integration button after clicking into one of your teams, then it's a restriction with your role as well.
