how can i open an incident automatically if i get a p1 and p2 alert and at the same time open a jira ticket

Incident rules can be used to automate the creation of incidents: https://support.atlassian.com/opsgenie/docs/automatically-create-an-incident-via-incident-rules/

Note that these are only included under the Standard and Enterprise plans.

That incident rule might look something like this:
