My team uses a calendar month rotation for off hours support -- January, February, etc. Is it possible to do this with an OpsGenie rotation or is a 4 week rotation the closest we can get?

Setting rotations to the calendar month is not possible at this time. Like you mentioned, the closest thing to this would be configuring a custom rotation to 4 weeks, or 30 days, or something like that.
Otherwise you could create a rotation for each month with the on-call user, and have the Starts on / Ends on dates align with the month that user is on-call:

Is there any update on TARDIS-480? Being able to define monthly rotations would be extremely helpful for us as well.

we need to define Monthly Rotation Type in schedules too.

It's not possible to define a Monthly rotation type at this time. I just opened a public feature request that can followed here: https://jira.atlassian.com/browse/OPSGENIE-462
The more votes / watchers on a feature request will typically gain more traction with engineering to implement a feature request.
