Is there a way to categorize alerts that should make a phone call vs ones that should not? For example, if an alert is a P1 or P2 a phone call is made to the on-call person. If it is P3-P5 only an email is sent.

Each user can configure their New Alert notifications rules for a use case like this; Voice notifications for P1-2 alerts, and an Email for P3-5.
That configuration under a user's Notifications tab might look something like this:
