Cannot delete opsgenie account

Trying to delete an opsgenie account as per the documentation, but am getting this error.

"Error
This operation should be performed on Atlassian Site Admin for Atlassian users!"
When I go to site admin and try to remove via subscriptions, it redirects me back to the page which gives me this error.  I am site admin, so don't think it's permissions.
