I would like to be able to set up email templates in OpsGenie like we do incident templates. This will give us the ability to communicate quickly.

Sounds like you are hoping for some form of mass notifications - which Opsgenie does not support any longer. This was an older feature, but has since been deprecated.
Like you mentioned, leveraging incidents / templates might be the closest thing Opsgenie has to this functionality.
