I'd wouldn't like to receive an alert when I set up a forwarding rule to my user. The reason why, We do know when we are doing this and maybe it is really early when we set this. This can generate a fake situation of calling people (new recipient of the rule)

At this time it's not possible to disable the alert created by the Forwarding Rule. But there should be a few ways to avoid your users from being notified of these alerts.
You could configure an Alert Policy that modifies the forwarding alert, and removes the responders that are added. Might look something like this:
Note that Alert Policies are only included in the Standard and Enterprise (or JSM/O Premium and Enterprise) plans. If your plan does not support these, then I suppose each user could adjust their New Alert notification rule to NOT be notified for these types of alerts:
