I'm trying to build a terraform config for opsgenie but when I try to use opsgenie_service, the API request to create the service returns 403 claiming I don't have a right to use the service API.
Other opsgenie resources can be terraformed, just not new services (so far).

If you're on an Opsgenie Standalone plan, then you would need to be on the Standard or Enterprise plan in order to have access to the Service API.
If you're on a JSM plan (JSM includes an Opsgenie subscription), you would need to be on the JSM premium or Enterprise plan to have access to the Service API.
