We have number of teams working on same project in different timezone , in this case how your tool trigger notification in regard to their timings . suppose i have escalated an issue and i want to convey to my teams in their morning times with one click 10:00 am for all (different time zone)is it possible ?

The on-call users would need separate schedules based on timezones. If you create an alert and would like to simultaneously notify certain users in different time zones, you need to make sure the users' on-call times overlap, and you need to delay the notifications until their on-call schedule starts with a notification policy.
Take note that the Account Time Zone is applied to the Notification policy.

Is this correct? according to https://support.atlassian.com/opsgenie/docs/time-constraints-and-timezones/, the notification policy is based on the account's timezone, so is it not agnostic to the individual responders timezones? As in, this alert will be delayed until the ACCOUNT timezone's 10am, not necessarily the timezone of the current on-call engineer.
