If all of your user licenses are being occupied and you try to add a new user, you will receive an error stating that you have reached the maximum number of responders on your account.
When this happens, any user with the role of Owner on the account can add licenses.
This can be done under Settings >> Subscription (under billing on the left-hand menu)
The owner will first need to select the current plan (unless you want to change to a new plan):
