How can I send an email to agents when the registration ticket?
Did you mean that you'd like Agents to get notifications when a new ticket is created? If yes, then all you need to do is to add jira-servicedesk-users group or Service Desk team role (for more project specific) to the issue created notification.
Or you can create an automation to alert user when issue is created.
