It is strange that only myself in my team is experiencing this issue.
I cannot scroll down/up in an issue i have opened.

I believe you are probably facing a cache problem in your Browser. Please, perform the following steps to confirm it:
1 - Try to clear your browser's cache and restart it
2 - Try a different browser and let us know which ones you have tried
3 - Try to access the same issue page from a different computer
4 - If the steps above didn't work, please provide us a screenshot on how the page is appearing to you and another one displaying how it is appearing for your teammates.
We will be waiting for your answer.
I actually tried the steps #1 and #2 before creating this help desk ticket but that did not resolve the issue last night.
However,I just checked today morning and the Issue is resolved now.
