Is there a way to add static text to a custom screen without plugin?

Hello Team,

 

We are using Jira 8.2.4 version and we want to put static text on the transition screens without using plugins, can you suggested me Is it possible to configure without plugin or not, If it's possible please let me know how to configure.

No, Jira doesn't have static text (outside the field descriptions)

If you have the Jira Toolkit app though, you have two types of field called "message field - for view/edit" which allow you to put static text on-screen.  The "view" field will only render on issue-view, the "edit" field will only render on Create, Edit and Transition screens.
