A bit late, but for anyone stumbling across this, we've just release a simple wiki plugin for jira, to store arbitrary data in pages associated with each project.

Details can be found here: https://marketplace.atlassian.com/plugins/com.topshelfsolution.simplewiki

You cannot store arbitrary wiki pages in JIRA but you can enable the wiki style renderer.

This will allow you to use a subset of the wiki markup language in an issue's description and comments.

Details here on how to enable it: http://confluence.atlassian.com/display/JIRA/Configuring+Renderers#ConfiguringRenderers-WikiStyleRenderer
