Some customers use the term "a JIRA" to mean "a JIRA Issue". If this is what you mean, the best way to store textual data in a JIRA issue is by the use of built-in fields ( http://confluence.atlassian.com/display/JIRA/Configuring+Built-in+Fields ) and custom fields ( http://confluence.atlassian.com/display/JIRA/Adding+a+Custom+Field ).

If you wish to store binary data against a JIRA issue, the best way is to use attachments ( http://confluence.atlassian.com/display/JIRA/Configuring+File+Attachments ).
