The "Attach screenshot" link under Operation on the left margin is not showing up. The "Attach File" link is however. The Allow Attachments global setting is ON and I do have the Create Attachments permission set to a Group of which I am a member. I also checked the Field Configuration and the Atttachment field is Showing.
I compared all the settings between out two environments (Test and Production) - they are the same yet in Test the link is available, in Production it is not.
Is there any other setting that controls the "Attach screenshot" link? I did not think so because I did not intentionally set anything other than what I mentioned above.

Do check whether the "Attach screenshot to this issue (attach-screenshot)" module of Issue Operations Plugin (Under Administration --> System --> Plugins) is enabled?
Disabling this module will make your "Attach Screenshot" - Not appear in your Operations tab.

HI not sure, if my comment are still relevant. I had previously be using jira 6.0 and since upgraded to 7.5. The screen shot in 7.5 is added directly in description or comment itself.
