If you have JSU plugin, try the post function - https://confluence-apps.beecom.ch/display/JSU/Linked+Transition . See example in that page for 'ALL OTHER SIBLING ISSUES MUST HAVE ONE OF THE FOLLOWING STATUSES'

 

If you have ScriptRunner plugin, you could use the fastrack transition - https://scriptrunner.adaptavist.com/latest/jira/builtin-scripts.html#_fast_track_transition_an_issue . You will have to write your conditions as groovy code
