how to activate user? license limit?

Hi I am trying to import projects usig csv file to existing, I am using the jira evaluation version

there is a warning:

User Browser

The User Browser allows you to browse all the users in the system. Filters allow you to limit the users that you see.

There are currently 106 total user(s) set up in JIRA, of which 24 are active and count towards your license limit.

and i am i am getting this error while importing from csv

Import Data - Activate Users

The following users are referenced in the data you are trying to import and their accounts are inactive in JIRA. These users need to be activated for the import to proceed.

Please grant the following 4 users JIRA Users global permissions before trying the import again.

will the warning affect on importing?and please tell me how to activate users?

To activate these users, you need to make sure they can log in to Jira - that means they must be in a group that allows login (e.g. the default group is "jira users"). If you're not sure what your login group(s) are, go to Admin -> Global permissions and look for the "users" permission. You can then add the four accounts into there and the CSV import will work.

You can always remove them from the groups after the import too.
