@Amit Samji, Take a look at the Bulk Clone addon.  I think it will do what you want.

It seems to me that:

1) Programmatic fashion https://developer.atlassian.com/jiradev/jira-platform/guides/projects/tutorial-creating-a-project-template

2) Create project with shared configuration + write some script (Python or Groovy wich will fill up this project with needed entites.

For non-programmers second solution is the best, imho.

That doesn’t make sense from an Agile perspective. It’s also not possible in Jira, please see: https://jira.atlassian.com/browse/JSWSERVER-7721

However, if you read through the comments you will find some apps that provide this functionality, and some free workarounds that users have come up with.
