Jira free tier data privacy on Aws cloud and data center, brief me if we can rely on such governance projects for Jira account.

Using a free tier Cloud solution, any privacy is set baed on the information found here.

If you use DC (you can't for free), this is an op-prem installation.

So based on where you install this, you are responsible on data resilience, of this is hosted on a platform like AWS or Azure look at their documentaiton.
