We cannot access the website address we opened as Jira cloud. What can we do for this?

It appears that this site was deactivated months ago for inactivity. This inactivity limitation is explained in What is the Free Jira Cloud plan?
From what I can see, the site has been deleted and we do not have the ability to restore the data that was there. You could recreate a site by that name if you wish, but even creating a support request to reactivate the site won't restore the data there.

It could be that your organizational admin forgot to renew the certificate needed for connecting to the Atlassian Domain using single-sign-on. If this is the case, everybody in your organization would have this problem (ask a colleague to log-in to the Atlassian domain to test this).
