can we reduce payment for addon email this issue? currently, we have 95 users but only 5 users who used this feature. so we want to reduce the payment. is it possible?
Its not possible. Price is based on total count of user Not on how many user is using it.
1. You can drop mail to vendor and ask for any alternative.
2. Evaluate the use of plugin - In future if that plugin is not going to use by many people then look for workaround for only those 5 people.
currently, we only use this plugin to get email notifications for non-jira users when they create issues from the web (we use issue collectors). do you have an alternative for this kind of feature?

If you have non-jira users creating issues to your instance and you do not want to use Email this issue then do consider Jira Service Management. As we are not privy to your setup, it will be very difficult to just recommend something.
Alternatively, you can also use issue collector since it parses the value over. The issue is there is no way to notify these users since the default JIRA notifications would not send emails to non JIRA users.
From the last comment, it means more than 5 users use it because this feature fulfils a part of your overall instance requirements.

I took this a step further, and looked if automation could be used to do this.
But, I got stuck at the first step which is modifying the Name/Email fields, or mapping them to a field in Jira, is not possible in Cloud. It has been suggested - see JRACLOUD-32776 - but it is an 8 year old suggestion!
I haven't tried this yet but you could...
I didn't try it because it would mean two email fields on the same form, which is quite confusing. But if you think it'd be acceptable, happy to give it a go :)

This isn't possible; Apps from the Marketplace are paid based on your overall user count.

How do I determine my Cloud pricing?
Apps are billed based on the number of users in your Atlassian product. Jira Cloud apps are priced based on the maximum users of the Jira products on your instance. For example, if you have Jira Software (50 users) and Jira Service Management (10 agents) on the same instance, you pay the 50-user price for apps.
Note: While this app has features specific to Jira Service Management and Jira Software, the app is technically available across the whole Jira instance. Therefore the above guidelines for licensing across maximum users still apply.The pricing structure for cloud apps is as follows:
- Monthly subscriptions with up to 10 Atlassian product users are billed at a flat rate price.
- Monthly subscriptions with more than 10 users are billed per user, starting at the first user.
- Monthly subscriptions with more than 100 users are billed per user. The table above provides example pricing at various user levels.
Annual subscriptions may offer a discount depending on the number of users purchased.

I am not sure this is possible. However, it would be best writing the vendor directly on such a topic.
Go to marketplace.atlassian.com and normally there is a support and email link use one of these to reach out to the vendor.
