Based on the shown screenshot, we are talking on the Epic issue right, the issues are in the same project?
Are the issue types using a different workflow, if they do, it might that the Epic workflow has statues set with properties that disallow editing for certain project roles, groups or users.
This is definitely a recent change in behavior.
I'm running Jira Standard, observing this in a VERY simple project with only Story, Task, Sub-task issue types in a Company-managed project. While open on a sub-task, one could previously click the icon of the parent issue and get a context menu to change the parent. Super easy and helpful.
The link in the suggestion from @Manoj Gangwar appears to speak to particular cases involving only Epics. The thread steers quickly into dealing with Team-managed projects. It offers other methods to change a parent but does not explain the shift of functionality observed here.

SOLUTION FOUND: Add the Parent field to the desired Screen.

P.S. This also added the Parent field in the right-hand list of fields when in that Screen.
