Why are Greenhopper gadgets visible to everyone?

The login screen shows the system dashboard, but most of the gadgets are hidden. Except for Greenhopper gadgets, which show in the initial login screen. I am assuming, for some reason these gadgets are shown to everyone? How can I hide this so they don't show up in the initial login scrren?

My reccommendation is to crack open your favourite GreenHopper version's .jar, and modify the gadget definitions as described in https://jira.atlassian.com/browse/JRA-21505.
