while mapping CSV fields to the jira fields in the Test Case Imported, I am getting an Error like Error fetching fields and issue link types with the status code 400.

I had a look at some other similar posts here and it seems the problem might be the custom field configuration. Have you managed to import Test Cases successfully before?

I don't see any update @Yasir Abbas Our Org raised Sev-1 ticket to Xray team yesterday but no response so far. I tried all possible options like- Trying this on new brand Project, Re-Indexing, on different browsers, trying to upload with mandatory 3 fields. But no luck for me same error throwing the application.

Yes, The Testcase importer seem to be reading the CSV and the failure is on the mapping to JIRA fields. This is still an open issue for us as well and we are still blocked.
