Is there a project that combines the use of the timeline (without the need to create Epic) like we have in a business project and the creation flexibility of board creation and configuration that we have in a software project (company-managed).
My need is to track all the project that happen in the various "Region" of the world.
A project can be either simple (just one issue of type Project, no subtask) or complex (project with subtask)
I am required to display all the project in a Timeline (from my understanding, only business project can display non-epic issues in the timeline. But maybe I'm wrong ?)
I also need to have configurable board with color management depending on 2 different dates and ideally one board per region (they don't want to use filter)
Right now, I'm using a business project to store the issues and the timeline and all the boards are configured in a second project (software project, company-managed).
Is there a way to achieve the same thing using only one project ?

For having the timeline creating everything else but Epics with a real focus on the Timeline feature, advanced roadmaps would be a great solution for you. This is however included in the Premium tier of Jira.

Color management depending on the dates can be achieved in the company-managed project, these are the Card colours. It fills the left edges of the card, not the entire card. For this you would need to use queries in order to specify the dates.
When you say "one board per region, filters cannot be used" - boards are based on filters, since they are the visual representation of filters. Either way, filters have to be used in order to switch between the regions using quickfilters. Each quickfilter would need to specify a different region which also needs to be specify by query.
Is your team planning to work in a continuous flow, or rather they want to estimate the tasks and work in increments.
Continuous flow - this would require a Kanban board
Increments, estimations - Scrum board where team will work in sprints
