What is the logic behind Jira allowing past dates to be entered in the Due date field?

On Issue creation screen the Date picker in Due Date Field allows us to choose dates earlier than urrent date. Is there any valid functionality based on that?

Yes, I think there is. Say you have an issue for implementing some regulatory requirement, eg "Basel II", but the date you should have implemented it by has already passed.

Also for the people that, when you ask "when do you want it?", say "yesterday".

Sometimes, we record a task in JIRA after the fact. In these cases, all dates are in the past, but that is ok, because the reports reflect the reality.
