We have 5 groups set up in our systems: Admin, Users (everyone), Developers, QA and Product Management. Users in the QA and Product Management group can't view the User Picker to select/change the Reporter of an issue or select/change the user of a custom User Picker field. All other users are able to access the User Picker.
Here is how the permissions are configured:

Try looking into Admin > Global Security > Browse Users permission.
