Hey there, We find it difficult to administer our Jira instance because we cannot easily distinguish between licensed (paid) and unlicensed users in the User Administration section. in order to determine this you have to click into each user's profile or triangulate it by researching product access in the billing portal.
There is a filter for "has site access" vs. "no site access" but that doesn't give us exactly what we are after either. It would be more helpful if you could quickly filter users by licensed (paid) product access vs. free (unpaid "customer") product access.

In the Directory section of the User administration. You can filter the users by Role and Status and then you can also select the access granted.
In the above example, you can filter the Active users and those with access to Jira and Confluence, and all of them will be billed users.
If you only wan to show users with access to the portal (Customer) that are not billed users then you can select active and customer access to Jira Service Management.
Additionally, you can export all the users to excel and create filters.

Thanks Sam! Unfortunately, that is still the bit of "triangulation" I was referring to.. because a user can be an active customer for one product but also still be a licensed (paid) user for another product. You have to look at all access levels in order to easily see who we are paying for via who we are not. It'd be great if there was a simpler way.

I understand, and to the best of my knowledge, this is currently the only option available.
I personally monitor the license by exporting all users to Excel, where I then apply the necessary filters.
