Is there a way to copy/clone boards from one Jira account (owned by one group) to another Jira account (owned by a different group)? I currently work with a vendor that has a workflow solution tailored for my company that I would like to adopt on our own Jira account. FYI - I am VERY new to Jira.

Let us first clear up some terminology.
A "board" in Jira is a way to interact with items that are in Jira Projects. A board uses a filter to select the items to include. A board can show items from 1..n Jira Projects.
A Jira "Project" is a container for work items. Each project has a name and a key. The key is used in the item keys for items in that project; i.e. the project key is ABC and the item keys assigned to items created in that project are ABC-1, ABC-2, ABC-3, etc.
A Jira "instance" or Jira "site" is a container for 1..n Jira Projects, along with all the accompanying boards, dashboards, filters, reports, etc. A Jira instance/site is identified by its URL; i.e. https://myCompanySite.atlassian.net
Each user that can login to Jira has a User Account - that is the login/email that they use to access the Jira product.
Given that information:
1. Are you really trying to copy a "board"?
2. What do you mean when you say Jira "Account" based on the terminology I provided above?
I think projects would be the correct term.
For example, I'd like to have projects from "vendor.astlassian.net" copied to "mycompany.atlassian.net" for my team to utilize as well.

Do you really want to copy all the data in the project (the work items), or do you just want the configuration elements (the issue types, the workflow/statuses, the custom fields)?
Be advised that once you "copy" the data, the new data is not connected to the old data. There will be no synchronization of changes between the source and destination systems.
If you want all the work items and configuration, there is a Copy Data feature that supports copying data from one Jira Site to another Jira Site.
However you must have Organization Admin and Product Admin in both Jira sites/organizations to execute that process.
(An Organization is an umbrella under which Atlassian Cloud product instances/sites exist.)
Do you have that level of access in both sites?
That process has limitations that would need to be considered.
- Does the source site use any third party products? Does the destination site use the same third party products?
- Are the source and destination sites using the same subscription plan (i.e. Standard, Premium, Enterprise)?
If you want just the configuration elements, there is no automated method to do that without either using the Copy Data option above or using a third party app specifically designed for copying configuration elements.
