I am currently using the JIRA evaluation version. I created a number of users (to be able to set up groups and projects) but I didn't notify them upon creation because I was planning to introduce them one by one later.
Now, the users exist but I don't see how I can send them an email inviting them to connect and set their passwords?

You could use Send E-mail (Administration | Mail | Send e-mail) and choose jira-users group there as your "To" group.
In the message body you can invite guys and give them URL to reset their passwords (if you don't useany external system which JIRA uses to authenticate people - like Active Directory) - e.g the link to <your JIRA URL>/secure/ForgotLoginDetails.jspa
If your users already know their passwords - then the link to the dashboard would be enough.
Anything smarter than that, I am afraid would require some coding.

Or.... if you're happy to do it one by one... Goto the login page, follow the "Cant access your account?" link, select the "username" radio button, and enter the users email address. This will cause a new email to send the user their email address info.
Not sure if you need to repeat for the password, option only. Alternatively, just give the users the url and tell them to use the "Can't access your account?" feature themselves, it's easy enough to use.
