Missing "Roles" under user management section

I am trying to create a new project role but I don't see that option under user management. I am a member of Jira admin group.

Roles are created globally, by admins in Admin -> Users -> Project roles

I don't see that option for project roles Nic...

Try the admin search then, just above the menu in your screenshot.  Sticking roles in there should take you straight there.

If I type in roles it takes me to this page:

secure/admin/ApplicationAccess.jspa

You selected the first option on the list it gives you, try the second!

Yes project roles, I saw that page but don't see roles on my screen under user management

Are you looking within a Project? I think you're in Site Administration.
