Thank you for contacting Atlassian.

I understand you are looking for a feature to restrict single issue in a Team managed project. ( TMP)

Presently in TMP  its possible to restrict an entire issue type and not a single issue .

We dont have the feature yet to restrict a single issue in TMP like the one in company managed project with the help of issue security scheme ( https://support.atlassian.com/jira-cloud-administration/docs/configure-issue-security-schemes/)

A feature request has been raised for the same : https://jira.atlassian.com/browse/JSWCLOUD-18843

Your answer appears to be partially incorrect. You can restrict an individual issue in a Team Managed project.

If you click on the padlock icon on an individual issue you can specify the Roles that can see that single issue.
