We have a very straight and strong permissions schemes defined for our projects in JIRA,
but persons with the Administer Project are able to change the Peoples in their projects.
So any project admin can add members to the developers role, for example.
Is there a way to prevent that they can administer their persons?

Not natively, and I've not seen a plugin that can control it either. You'll have to trust your project admins.
Although, there is a plugin that lets you audit what they do in project admin - at least then you could identify and tell off the ones who do bad things.
I've voted to https://jira.atlassian.com/browse/JRA-11884, maybe sometime they will implement that? Well, the issue is open since 2007 :-(
